Mix Oil phase & heat to 65-70Deg C Mix Water phase & Heat to 65-70 DegC. (PVP, PEG 90M PEG-150DS will need to be dispersed as heated) Homogenise the oil phase into the water phase. Stir slowly while cooling. Add Perfume and Colouring agents at 45 - 40 DegC mix & then fill.
